Horizon School Division outlines scenarios during teachers’ job action

Horizon School Division has developed a template for parents to explore before any potential Saskatchewan Teachers Federation (STF) job action.

The division has issued a news release on their website dedicated to scenarios regarding any possible job sanctions, from full teacher strike days to extracurricular activity cancellations to noon-hour supervision withdrawal.

“Every school has been required to create a contingency plan in the event of any sort of job action,” Director of Education Kevin Garinger told northeastNOW.

Garinger said when there are teacher strike days, students stay home, while Horizon support staff do other types of activities like professional development. When extracurricular job action is taken those activities are cancelled.

“We’ve had to cancel curricular trips such as ski trips. We’ve cancelled some curricular trips that involved some tours of different institutions and that sort of thing,” explained Garinger.

In the event of noon-hour supervision withdrawal by teachers in Horizon School Division, Garinger said principals have been working in their communities to have people come forward and be willing to volunteer their time.

“We do give them an honorarium of $20 per noon period,” Garinger said. “We recognize the work that people are doing during that time, so we do what we can.”

He said staff from the Horizon office, including the director himself, attend schools where staffing noon-hours during sanctions is a challenge.

The division’s Job Action Update news release states those supervising students will have an up-to-date Criminal Record Check/Vulnerable Sector Check on file and will be vetted by the director’s office.

Garinger said the noon-hour supervision withdrawal scenario, which Horizon experienced on Tuesday, is hardest on staff but the easiest of the three on the students. In this scenario the division has recommended that, if possible, children go home for lunch.

“We’re doing everything we can to try and mitigate any risks around the supervision at noon period,” Garinger said.

Ongoing communication with parents, students, and staff is vital, according to Garinger. The division sent out multiple letters and Garinger said they have decided posting this information on the website as a template for future job action made more sense.
