New CUPE members

Horizon School Division bus drivers unionize

Feb 3, 2026 | 9:49 AM

Bus drivers in Horizon School Division are now members of the Canadian Union of Public Employees (CUPE).

“CUPE welcomes approximately 80 new members into the union following a favourable decision from the Saskatchewan Labour Relations Board (LRB),” the union said in a news release. “The members who form CUPE 5604 are Southland Transportation bus drivers working in 16 communities across the Horizon School Division.”

The union filed an application to the Labour Relations Board last May to certify the workers, and Horizon School Division objected to the application.

The next steps included written submissions from both CUPE and Horizon, and that led to written submissions from both sides.

A representation vote confirmed majority support for CUPE, following the Labour Relations Board’s decision. Horizon originally filed an objection to the vote but it was later withdrawn, and that allowed the certification to proceed.

“This is a huge win for these new CUPE members at Southland Transportation and a huge win for CUPE in general,” CUPE Saskatchewan president Kent Peterson stated. “It confirms that workers have the right to organize by location or community, rather than being forced into a single, employer-wide bargaining unit.”

He said the decision reinforces the right of workers to choose representation that reflects their specific working conditions.

“These workers now have a voice in their workplace and the ability to collectively negotiate improvements to their working conditions.”
