Opportunity
NMS has a 24-month term position for the Manager of Program and Service Delivery, who is instrumental in enhancing existing and new ministry programs, policies and services by leading improvement projects in system implementation, business processes (procedural and standardized operations), organizational change management, regulatory compliance (contracts), and various operational and facilities projects and advisory services to improve community capacity building initiatives in northern communities with a consistent approach. Based in La Ronge, the Manager of Program and Service Delivery will be responsible to:
- Lead and operationalize change management projects to maximize consistent adoption and usage.
- Lead, manage and establish change networks for strategic change planning, risk identification, and organizational performance and evaluation to align with priorities and budget.
- Determine projects for organizational change (including technological processes, operating models, and organizational elements).
- Define, measure, and monitor key performance indicators and organizational change progress.
- Develop and deliver transformation decisions (current state, updates, and modifications).
- Develop and implement business solutions to advance NMS, and client service delivery and goals.
- Lead consultation with stakeholders ensuring involvement and understanding of business processes.
- Lead business improvement processes (research, initiate and guide programs, regulation reviews and program evaluations).
- Identify and promote actions for human management changes, promoting continuous improvement.
Requirements
Typically, the knowledge required for this position would be acquired through the completion of a degree or graduate degree in a field such as business management, public administration, finance, computer science, or information technology. A project management professional (PMP) designation is an asset, but not required if significant project management experience is demonstrated.

You will work to optimize platforms with evolving constraints (e.g., regulatory, technical, and financial) managing and aligning to work expectations. - Process and systems management, project management, and change management practices.
- Skilled problem solver and decision maker (government decision-making processes).
- Policy development, formulation, implementation, evaluation, and monitoring expertise.
- Excellent communication with advanced writing and analytical skills, and ability to provide consultation on analysis and strategy.
- Collaborative and participatory approach to develop relationships with varied stakeholders.
- Experience and knowledge in data research and management, principles, tools, methods, and systems.
