Nipawin landfill upgrades nears completion

A new regional waste management corporation is coming to fruition in Nipawin and the area.

Approximately three years ago the Ministry of Environment reported some concerns with the town’s current landfill. Chief Administration Officer Barry Elliott said the ministry brought forward the issues which led to upgrades.

“Some improvements needed to be made out there, they had some fires and other concerns,” Elliott told northeastNOW.

The town partnered with the RM of Nipawin, RM of Connaught, Codette, Aylsham and Resort Village of Tobin Lake creating the Boreal Area Regional Waste Authority (BARWA). Elliott said that group will handle day to day operations.

“They will own, oversee and operate the landfill site,” he said.

Monday night during their council meeting, Director of Finance and Administration Lesley Richer outlined a plan to borrow $1.1 million to cover the town’s share of the existing landfill loan. The town originally took out the loan for the project in the amount of $1.78 million. The outstanding balance on the loan at Jan. 1, 2018 will be $1.51 million, which is the amount of the new loan that BARWA will need to obtain. The overall cost of the construction of a new holding cell and leachate collection pond was approximately $2.14 million. Elliott said the town will get the outstanding portion of that loan paid back once BARWA takes ownership early next year.

“When that happens BARWA will take out their own loan and the town’s loan will be discontinued,” Elliott said.

He said of the six partners the town is the largest contributor and user, that’s why they will cover approximately 72 per cent of the new BARWA loan. Once all the permits are in place through the ministry, the new cell will be operational, and the current cell will be decommissioned.
